Position Summary

• The Baku Stock Exchange (BSE) is seeking a dynamic and experienced Senior Technology Manager to lead its technology organization. This Senior Maneger-level, hands-on role carries full responsibility for systems architecture, infrastructure operations, software cybersecurity, IT quality assurance, software delivery, and third-party vendor management. The successful candidate will play a key role in maintaining and modernizing BSE’s mission-critical trading platform, ensuring alignment with the long-term strategic objectives of Azerbaijan’s capital markets.

Key Responsibilities

Technology Strategy & Operations

• Define and execute BSE’s technology roadmap to support market growth and regulatory compliance.
• Oversee the entire infrastructure landscape, including cloud environments, staging systems, and on-premise deployments.
• Optimize platform performance for scalability, low-latency, and resilience.

Application Development & Quality Assurance

• Lead cross-functional internal teams in development, support, and QA functions.
• Implement industry-standard practices in automated and regression testing, and manage the defect lifecycle.
• Improve release cycle efficiency through CI/CD pipelines and DevOps methodologies.

Cybersecurity & Data Governance

• Develop and execute enterprise security strategies aligned with financial regulations.
• Oversee testing protocols, disaster recovery drills, and data protection measures.
• Implement robust identity, access control, and vulnerability management across platforms.

Vendor Management

• Serve as the primary liaison with external technology vendors and partners.
• Manage vendor performance, including defect resolution, system upgrades, SLAs, and customized solutions.
• Utilize prior experience with hybrid and Testing-as-a-Service (TaaS) delivery models.

Market Data & Analytics

• Design and implement a centralized market data warehouse in compliance with regulatory standards.
• Drive data enrichment and standardization initiatives to support new revenue models and analytics.

Infrastructure & DevOps

• Oversee network and data center operations to ensure service continuity and performance.
• Introduce modern DevOps practices to enhance provisioning, environment management, and monitoring.
• Create production-like testing environments to minimize deployment issues.

Team Leadership & Collaboration

• Lead and mentor teams across development, QA, cybersecurity, infrastructure, and web services.
• Foster collaboration with business stakeholders and align technology initiatives with organizational goals.

Core Technical Skills

Exchange or Fintech Architecture Expertise

• Matching engine operations and market data dissemination
• API integration and low-latency communication strategies

Cloud & Infrastructure

• High availability architecture and disaster recovery planning
• Experience with cloud platforms and infrastructure monitoring

DevOps & Automation

• CI/CD pipeline setup and management
• Environment orchestration across staging, QA, and production
• Knowledge of microservices and service-oriented architecture (SOA)
• Familiarity with REST APIs, messaging queues, and integration frameworks
• Proficiency in Java, C++, or .NET environments

What You Bring to the Table:

• Education: Bachelor’s or Master’s degree in Computer Science, Engineering, or a related field

Experience:Minimum of five (5) years of experience in a similar or related sector, including at least three (3) years in a leadership role. Experience in capital markets, fintech, or financial infrastructure systems is a strong advantage.
