Job Description

  • The Project Manager will be responsible for the end-to-end delivery and operational readiness of ICT infrastructure for the WUF13 major international event, covering network connectivity, structured cabling systems, and cybersecurity controls across all event venues.
  • The role requires a highly proactive planning approach combined with the ability to react rapidly to technical details, scope changes, and operational constraints typical of large-scale, time-critical events. The Project Manager will manage multiple contractors and vendors simultaneously, ensure alignment with stakeholder expectations, and maintain delivery under compressed timelines and evolving requirements.

Key Responsibilities

Project Delivery & Planning

  • Lead detailed planning, scheduling, and execution of ICT infrastructure activities aligned with the event master plan;
  • Proactively identify dependencies, risks, and critical path activities during planning phases;
  • Maintain readiness-focused planning with contingency and fallback scenarios.

Contractor & Vendor Management

  • Manage multiple contractors and subcontractors delivering network, cabling, and security systems;
  • Coordinate work packages, scopes, and interfaces between vendors;
  • Ensure contractor compliance with technical, safety, and event governance requirements;
  • Actively resolve conflicts and integration issues between contractors.

Stakeholder & Expectation Management

  • Manage expectations of event organizers, venue authorities, security stakeholders, and senior management;
  • Translate stakeholder requirements into actionable technical scope;
  • Communicate impacts of changes clearly, including schedule, cost, and risk implications;
  • Maintain transparent, timely reporting to stakeholders at all levels.

Change & Scope Management

  • Lead structured change management in a fast-evolving environment;
  • Assess and approve scope changes with full impact analysis;
  • Balance event priorities against technical feasibility and risk;
  • Ensure all changes are documented, communicated, and controlled.

Technical Oversight & Responsiveness

  • Maintain sufficient technical awareness to understand detailed design, installation, and testing issues;
  • React rapidly to technical challenges, integration issues, and on-site discoveries;
  • Support troubleshooting and decision-making during testing and live-event operations.

Governance, Testing & Readiness

  • Oversee FAT, SAT, OAT, and readiness validation activities;
  • Ensure all systems meet security, safety, and operational acceptance criteria;
  • Act as the primary escalation point for critical issues during the event.

Lead live-event operational coordination and post-event closure

Job Requirements

Education & Professional Background

  • Bachelor’s degree in IT, Telecommunications, Engineering, or related discipline;
  • Minimum 3 years of experience in ICT infrastructure project management;
  • Demonstrated experience delivering major events, mission-critical, or fast-track projects.

Experience & Capability Requirements

  • Proven experience managing multiple contractors and vendors simultaneously;
  • Strong capability in stakeholder expectation management in complex environments;
  • Hands-on experience with change management and scope control under time pressure;

Ability to be:

  • Highly proactive during planning and design phases;
  • Highly reactive to technical details, site constraints, and late-stage changes.

Experience working in environments with limited tolerance for downtime or delays.

Technical Competence

Solid understanding of:

  • Enterprise networking (LAN/WAN/Wi-Fi)
  • Structured cabling systems (copper and fiber)
  • Cybersecurity fundamentals for event-based infrastructure
  • Ability to interpret technical documentation, drawings, and test reports;
  • Competence in evaluating technical risks and trade-offs.

Skills & Competencies

  • Strong leadership and decision-making in high-stress environments;
  • Excellent communication and negotiation skills;
  • Strong analytical and problem-solving abilities;
  • High adaptability and resilience under changing requirements;
  • Strong planning, reporting, and risk management skills.

Certifications

  • PMP, PRINCE2, or equivalent project management certification is a must.

Other Requirements

  • Willingness to work extended hours, including nights and weekends, during critical phases;
  • Fluent in English (Azerbaijani and/or Russian is a strong advantage);
  • High level of accountability, confidentiality, and professional integrity.
