Purpose of the Role

  • To prepare company proposals and cost estimations, including all material, labour, and associated project costs required for successful contract award. The role is responsible for proposals and estimating activities relating to operational projects in Azerbaijan, ensuring technically compliant, commercially competitive, and timely submissions in line with customer and company requirements.

Key Responsibilities

Health, Safety, Security, Environment & Quality (HSSEQ)

  • Ensure all risk assessments for each job site are conducted in accordance with company procedures and customer-specific requirements. 
  • Ensure all HSEQ documentation is prepared and issued to personnel carrying out work activities. 
  • Carry out work activities in accordance with company HSSEQ requirements and procedures. 
  • Conduct personal risk assessments and comply with all health and safety requirements. 
  • Perform duties in a safe manner and promote the safety of others at all times. 

Operational Responsibilities

  • Review tender documentation and establish project scope for preparation of comprehensive customer proposals. 
  • Obtain competitive quotations from suppliers to ensure commercially competitive submissions. 
  • Design electrical installations and prepare electrical drawings in accordance with customer requirements. 
  • Prepare proposals aligned with technical designs and project specifications. 
  • Identify contractual conditions or commercial risks that may impact the company financially and escalate concerns to the Operations Manager prior to proposal submission. 
  • Identify and support improvements in estimating, design, and engineering processes. 
  • Liaise with Operations Manager and supervisors following contract award for submitted tenders. 
  • Visit customer sites where required to conduct surveys, assess project requirements, and advise on electrical standards and regulations. 
  • Ensure enquiries are logged in accordance with company QA procedures. 
  • Log incoming enquiries and communicate new opportunities to Operations Manager. 
  • Maintain control of estimating drawings, tender documents, and proposal files in accordance with company document control procedures. 
  • Ensure timely preparation and submission of tenders, quotations, and design documentation. 
  • Maintain project and job files to ensure accessibility for Operations Manager, Department Managers, and Finance Department. 
  • Attend contract award meetings and project kick-off meetings where required. 
  • Respond to tender clarifications and customer queries in a timely and professional manner. 
  • Prepare and submit Bills of Quantities (BOQs), schedules of rates, and labour rate information to customers as required. 
  • Assist Operations Manager with departmental operational activities. 
  • Provide regular updates to Operations Manager regarding tender status, potential contract awards, and departmental concerns. 
  • Review and revise proposals in accordance with customer requirements and feedback. 

Administrative / Coordination Responsibilities

  • Complete all required documentation in accordance with company procedures and customer-specific requirements. 
  • Coordinate work activities to ensure safe and efficient execution of tasks in line with company and customer requirements. 
  • Participate in company performance appraisal processes within agreed timelines.

Qualifications

  • Diploma, technical qualification, or Bachelor’s Degree in Electrical Engineering or related field 
  • City & Guilds, HNC, ONC, or equivalent technical qualification in Electrical Engineering is advantageous

Experience

  • Minimum 3 years’ experience as an Electrical Estimator within Construction, Engineering, EPC, or Oil & Gas industries 
  • Experience preparing tenders, proposals, cost estimates, and technical documentation 
  • Experience with electrical installations, drawings, and site-based project activities is preferred 
  • Familiarity with EPC sector estimating and commercial processes is advantageous

  • Ability to work independently and within multidisciplinary teams 
  • Familiarity with OEM products, supplier coordination, and procurement processes  
  • Knowledge of contractual terms, Incoterms, warranties, and commercial risk management 
  • Experience using ERP systems, procurement systems, or tender portals 
  • Understanding of Oil & Gas industry commercial processes and tendering practices 

Language Skills

  • Azerbaijani – Professional 
  • English – Intermediate to Advanced
