Purpose of the Role

  • Responsible for carrying out detailed site surveys, preparing cost estimations with appropriate material lists and resources, and coordinating between customers and suppliers. The role supports design development and project engineering activities and ensures accurate quotations are obtained from approved suppliers for materials, equipment, and third-party services.

Key Responsibilities

Health, Safety, Security, Environment & Quality (HSSEQ)

  • Comply with the Company’s QA and HSE Management System requirements at all times 
  • Demonstrate positive safety leadership and promote a strong safety culture 
  • Follow and implement all applicable procedures, work instructions, and workplace precautions 
  • Lead risk assessments and toolbox talks, ensuring effective implementation of control measures 
  • Maintain the required competence and capability to perform duties to established standards 
  • Report accidents, incidents, and near misses promptly, and support incident investigations 
  • Maintain awareness of emergency procedures and respond appropriately when required 
  • Ensure familiarity with emergency escape routes and safety equipment locations 
  • Verify that all equipment is inspected, certified, and fit for purpose prior to use 
  • Participate in HSSEQ meetings and support the implementation of agreed actions

Operational Responsibilities

  • Conduct on-site project surveys to define customer requirements, including brownfield project assessments 
  • Prepare sketches, drawings, and detailed material take-offs based on site survey data 
  • Define and document clear technical and commercial requirements for each enquiry and estimate 
  • Identify interfaces, access constraints, risks, and HSSEQ hazards associated with the project scope 
  • Ensure all estimates and proposals are fully compliant with customer specifications and technical requirements 
  • Prepare detailed scope of work documentation for inclusion in proposals 
  • Support the development of project schedules, preliminary designs, and scope definitions as required 
  • Develop man-hour estimates and support planning and scheduling of project activities 
  • Review and verify all technical documentation prior to submission to the customer 
  • Prepare comprehensive technical documentation for tenders and proposals 
  • Coordinate with Design Engineers to develop initial design drawings and mechanical calculations; review and refine as required 
  • Verify that estimates prepared by estimators align with customer requirements and project scope 
  • Provide technical guidance and support to mechanical and estimation personnel 
  • Support the preparation of initial designs and perform mechanical, hydraulic, and pressure calculations as required 
  • Attend customer meetings to clarify project scope, requirements, and technical queries 
  • Liaise with vendors, manufacturers, and subcontractors to support engineering development and cost estimation 
  • Ensure QA documentation is properly applied and all procedures are consistently followed 
  • Obtain and validate updated supplier quotations following receipt of customer purchase orders 
  • Provide oversight, guidance, and support to estimators and junior estimators 
  • Ensure proposals are prepared, reviewed, and submitted in line with customer deadlines 
  • Submit proposals to customers and carry out follow-up as required 
  • Support the preparation of purchase requisitions based on validated supplier quotationsAssist in preparation of cost control sheets and other required documentation. 

Administrative / Leadership Responsibilities

  • Complete all required documentation in accordance with company procedures and customer requirements 
  • Coordinate team activities to ensure the safe and efficient execution of work 
  • Lead by example, consistently demonstrating safe working practices 
  • Coach and mentor personnel to enhance performance and quality of work 
  • Promote and reinforce a positive safety culture across employees and contractors

Qualifications/Experience

  • Bachelor’s Degree in Mechanical Engineering or Process Engineering 
  • Minimum 3 years’ experience as Estimator or Quantity Surveyor in the Oil & Gas industry 
  • On-site project experience in heavy industry or Oil & Gas sector is an advantage.
