Strategic Leadership & Program Management

• Lead and oversee ICT targeted programs focused on up-skilling and re-skilling professionals in line with global industry standards.
• Develop and manage relevant project portfolio aligned with IDDA’s strategic priorities.
• Build and maintain strong partnerships with local and international education providers, tech companies, and industry experts.

International Collaboration & Ecosystem Development

• Attract and engage leading international players in ICT, innovation, and technology education to partner with IDDA and operate in Azerbaijan.

Talent Development

• Design and implement internship and mentorship programs in collaboration with academia, startups, and tech enterprises.
• Support the identification, nurturing, and placement of high-potential talent into Azerbaijan’s innovation and startup ecosystems.

Innovation & Continuous Improvement

• Advise on integration cutting-edge educational technologies and methodologies into program design and delivery.
• Monitor global trends in digital skills, EdTech, and innovation-driven learning; apply insights to local context.
• Develop KPIs to measure program impact and ensure alignment with national digital transformation goals.

Education & Experience

• Master’s degree in Education, Information Technology, Innovation Management, Public Policy, or a related field.
• Minimum 7–10 years of relevant experience, including at least 3 years in a leadership or program management role in ICT education, or tech ecosystem development.

Skills & Competencies

• Deep understanding of global ICT skills frameworks, digital education models, and innovation ecosystems.
• Strong leadership and people development skills
• Strong project management and stakeholder engagement skills.
• Proven ability to build cross-sector partnerships with local and international education and tech organizations.
• Strategic mindset with excellent communication abilities.
• Proficiency in Azerbaijani and Fluency in English is required. Russian and/or other languages is an advantage.
