Job responsibilities

• Design and execute international partnership strategies aligned with IDDA’s strategic goals;
• Lead negotiations and relationship-building with international agencies, innovation hubs, donor organizations, and global tech companies;
• Identify and coordinate joint programs, cross-border pilot projects, and international market entry support for Azerbaijani startups and digital products;
• Represent IDDA in regional and international platforms;
• Prepare and manage MoUs, cooperation agreements, and partnership roadmaps;
• Coordinate donor relations and co-funding opportunities for IDDA programs;
• Lead and coordinate grant applications and fundraising efforts with international partners and donors;
• Oversee the preparation of funding proposals, expressions of interest (EOIs), and project documentation in alignment with international grant mechanisms;
• Manage and monitor international grants and donor-funded projects, ensuring compliance with financial and reporting obligations;
• Track donor priorities, partnership trends, and global funding opportunities relevant to IDDA’s mission;
• Monitor key performance indicators (KPIs) and ensure alignment with IDDA’s sustainability goals;
• Work closely with IDDA’s technical, legal, and sales teams to ensure successful implementation of partnership initiatives;
• Supervise and mentor team members within the division.

Requirements

• Education: Master’s degree in international relations, Public Policy, Business Administration, or related fields;
• Experience: Minimum 7 years of relevant experience, with at least 3 years in a leadership role managing international relations or partnerships in public, private, or multilateral settings;
• Demonstrated success in forming and managing strategic partnerships in innovation, technology, or digital economy sectors;
• Strong knowledge of the regional innovation landscape;
• Excellent project management and negotiation skills;
• Fluency in Azerbaijani and English (written and spoken); knowledge of Russian is an asset;
• High-level communication, diplomacy, and stakeholder engagement skills;
• Ability to lead a team in a dynamic, fast-paced environment.
