We are conducting a confidential executive search for a leading real estate development portfolio in Azerbaijan.

This is a senior Client-side role focused on implementing and continuously improving a structured QA/QC and HSE control system across large-scale construction projects.

The position represents the Investor/Developer and ensures compliance with AzDTN, ISO standards, contract terms, and HSE requirements throughout the full project lifecycle

Key Responsibilities

• Establish and manage portfolio-level QA/QC and HSE control mechanisms
• Monitor contractor compliance with quality, safety, and environmental standards
• Review Quality Management Plans (QMP), HSE plans, Risk Assessments & Method Statements
• Conduct regular site inspections and oversee NCR (non-conformance) management
• Control material approvals (MAR), certifications, and testing documentation
• Provide technical quality review of BOQ, measurements, and payment certificates
• Lead root cause analysis of recurring quality issues
• Monitor environmental compliance (waste, noise, dust, etc.)
• Prepare weekly, monthly, and executive QA/QC & HSE reports
• Identify and escalate quality and safety risks to senior management

Requirements

• Bachelor’s degree in Civil Engineering or Architecture (Master’s preferred)
• Minimum 16 years of total experience
• 5+ years as QA/QC Manager
• 3+ years within a Developer organization
• Experience in projects exceeding 100,000 m²
• Strong knowledge of AzDTN, EN & ISO 9001 standards
• Advanced Excel & AutoCAD
• Fluent English
• Willingness to travel to project sites
