On behalf of our client, we are seeking a Technical (Construction) Procurement Manager

Location: Baku, Azerbaijan
Industry: Construction / Real Estate / Infrastructure

We are looking for an experienced Technical (Construction) Procurement Manager to manage technically complex procurement packages across large-scale construction projects.

Key Responsibilities:

• Lead procurement activities for MEP, HVAC, ELV, infrastructure and specialist systems
• Manage high-value tenders from scope definition to contract award
• Work closely with engineering, design, and construction teams
• Conduct technical and commercial bid evaluations
• Drive value engineering and cost optimization initiatives
• Negotiate contracts, manage suppliers, variations, and claims
• Ensure compliance with procurement policies and audit requirements

Requirements:

• Bachelor’s degree in Mechanical/Electrical Engineering, Construction Management, or related field
• 5–10 years of experience in construction procurement, including MEP / technical packages
• Experience in large-scale real estate or infrastructure projects
• Strong negotiation and commercial skills
• Knowledge of FIDIC or similar contract forms
• Experience with international suppliers is an advantage
• Professional certifications (CIPS, PMP, RICS) are a plus
