Position to report: Marketing Coordinator
JOB DIMENSIONS
- Conduct commercial and gas marketing operations in relation to the production from the Early Production Scheme;
- Carry-out or oversee the issuing of all reports issued under the Gas Sales Agreement (“GSA”) and the Delivery Operating Agreement (“DOA”); and Contribute to the implementation of the commercial and marketing activities to enable the delivery and sales of production from the Full Field Development.
ACTIVITIES
Early Production Scheme:
Issue or control quality & oversee the issuing of:
- Daily Gas Report & Daily Gas & Condensate Report;
- Monthly Gas Report, Monthly Condensate Report and Monthly Gas & Condensate Report;
- Monthly Gas Invoices;
- Monthly and Annual Gas Forecasts;
- Monthly Condensate Delivery Acts; and
- Special reports requested by any of the Contractor Parties and agreed by JOCAP;
- Monitor the carrying-out of the financial operations subsequent to the issuing of the monthly gas invoices;
- Coordinate with Operations the approval and issuing of the weekly gas nominations, eventual renominations and follow-up on responses from Buyer;
- Issue, when necessary, any of the notices to Buyer required by the Operations Agreement and the Gas Sales Agreement, noting that all notices under the Operations Agreement in Azerbaijani prevail over the English version in case of inconsistency between the two;
- Assist in the quarterly issuing of the Statement of Entitlement Shares;
- Ensure JOCAP and Seller Entities are timely informed and actioned for fulfilling all obligations under the GSA, the
- Marketing Agreement (“MA”) and the Operations Agreement (“OA”);
- Ensure JOCAP and Seller Entities are timely informed and actioned for fulfilling commercial obligations under the
- Production Sharing Agreement (“PSA”) and the Joint Operating Agreement (“JOA”); and
- Assist in the organization of Marketing Committee and Commercial Sub-Committee meetings.
- Full Field Development (activities might be modified depending on the level of JOCAP involvement in these activities
Prior to FEED:
- Assist in the negotiation of Tie-In Term Sheets required for Full Field Development;
During FEED:
- Be the focal point in JOCAP for any assistance TEPAb may need for the negotiation of the agreements for Tie-Ins necessary for the Full Field Development of Absheron;
After FEED (i.e. after FID):
- Develop all processes and procedures for JOCAP or another Operator to carry out, along with the SOCAR and
- Contractor Parties, in relation to commercial operations required for the sale or disposal of the gas and condensate produced by the Full Field Development;
- Develop all processes and procedures for JOCAP, or another Operator, to carry out, along with the SOCAR and
- Contractor Parties, in relation to commercial operations required for carrying out the tie-in agreements agreed during FEED phase;
After Commencement of Production from the Full Field Development:
- Carry out all commercial operations described in the procedures established after FID.
HSE RESPONSIBILITIES
- Comply with the Activities described within the HSE Management System;
- Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work;
- Know responsibilities to environmental issues in the work areas;
- Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task;
As such his duties and areas of authority are:
- Follow HSE instructions given by Managers and supervisory personnel;
- Assure of the safety of his work site before commencing work;
- Take the necessary measures to avert immediate threat of danger;
- Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution;
- Use tools, equipment and their safeguards correctly;
- Use the provided means of personal protection correctly;
- Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy;
- Report any anomaly, abnormal conditions and near miss to supervisor;
- Participate actively in HSE meetings, safety talks, tool boxes, training sessions and drills; and
- Co-operate actively in the execution of the HSE plans.
- Authority to suspend activities when there is a potential or actual threat to human life, the installation or the
- environment, and notify forthwith the responsible supervisor.
CONTEXT AND ENVIRONMENT
Absheron gas and condensate field is located offshore approximately 100km south of Baku. An Early Production Scheme (“EPS”) has been implemented and production is ongoing piping the gas to the Oil Rocks Hub,
~30km away. A Full Field Development is close to entering into FEED with FID planned for end 2025 and First Gas at the end of 2028. All agreements for commercial matters for the EPS are in place and the execution of these agreements and JOCAP has the role of Operator under the PSA and JOA and the role of Seller Representative under the GSA and MA. As such, JOCAP must ensure the obligations under the PSA, JOA, GSA and MA are timely carried out and the Commercial & Marketing Department must ensure the commercial obligations of the Contractor Parties under the PSA and JOA and all obligations of Seller under the GSA and MA are carried out. The Commercial Analyst role is a key role in meeting these obligations. The Full Field Development is a project in pre-implementation phase and the Commercial & Marketing Department is involved in the commercial matters of this project. The Commercial & Marketing Department’s role is to mainly assist, where required, the PSA parties in definition of the commercial matters of this project.
ACCOUNTABILITIES
Gas monetization and condensate swap are critical objectives of JOCAP. The job holder will perform or assist the Marketing
Coordinator to:
- Ensure the commercial obligations of the Contractor Parties under the PSA and JOA are timely complied with;
- Ensure that all obligations of the Seller under the GSA and MA are timely complied with; and
- Ensure that all information that JOCAP may have and is necessary for the Contractor Parties to enter into commercial agreements for the Full Field Development is timely received. The job holder will have to ensure internal interface with Operations Department (Production, Measurement, etc.) and Finance Department are put in place to enable operation continuity in line with governing agreements. The job holder will promote safe working practices in company operational and non-operational premises and will act at all times in accordance with the company HSE and business ethics policies. Compliance with: Azerbaijan statutory health, safety & environmental Laws/Regulations and the JOCAP Corporate Health, Safety & Environment Policy, and Safety Management Systems.
QUALIFICATIONS / EXPERIENCE / SKILLS
- University degree in Engineering, Sciences, Business or Economics;
- Experience of 5 to 10 years in Oil & Gas industry with minimum 3 years’ experience in commercial operations
- Experience with contracts and ability to understand and work in compliance with governing agreements (Production Sharing Agreement, Joint Operation Agreement, Gas Sales Agreement, Marketing Agreement, etc.);
- Ability to cope with multi-discipline activities (legal, technical, finance, trading and commercial);
- Good communication skills, verbal and written; and
- Fluent in English and Azerbaijani.
