Job Overview:
The Senior Procurement Specialist will play a critical role in the organization, responsible for managing and executing end-to-end procurement processes. The role involves strategic sourcing, supplier negotiation, contract management, and ongoing supplier relationship management to ensure cost-effective and efficient procurement operations.
Key Responsibilities:
- Conduct market research to identify potential suppliers
- Develop and implement sourcing strategies aligned with HQ Procurement directives
- Collaborate with PSCM Manager and HQ Procurement on cost-saving initiatives, vendor management, and compliance regulations
- Oversee contract negotiations to achieve favorable terms
- Manage contracts to ensure suppliers meet agreed terms, conditions, and performance criteria
- Work with cross-functional teams and HQ Procurement to identify cost reduction and efficiency opportunities
- Support category management initiatives by conducting spend analysis and identifying sourcing opportunities
- Ensure timely and cost-effective procurement of materials, equipment, and services in line with project schedules
- Monitor supplier performance through KPIs and coordinate corrective actions as needed
- Develop and maintain procurement plans aligned with project milestones and operational requirements
- Collaborate with legal and compliance teams to ensure contractual and regulatory adherence
- Maintain accurate procurement documentation and audit trails for transparency and traceability
- Participate in supplier prequalification, evaluation, and onboarding processes
- Lead or support tendering processes, including RFI, RFP, RFQ development and evaluation
- Liaise with logistics, warehouse, and operations teams to ensure seamless end-to-end supply chain execution
- Contribute to procurement digitalization and automation initiatives to increase efficiency and reduce risk
Requirements:
- Bachelor’s degree
Technical:
- Minimum 7 years of procurement experience
- Strong knowledge of procurement software and tools
- Familiarity with oil and gas industry procurement, including regulations and compliance requirements
- CIPS qualification is a plus
Non-Technical:
- Excellent negotiation skills
- Strong analytical and problem-solving abilities
- Effective verbal and written communication skills
- Ability to manage multiple projects and meet deadlines simultaneously
Language Requirements:
- Azerbaijani – Fluent (spoken and written)
- English – Fluent (spoken and written)
