Responsibilities:
Procurement & Tendering
- Prepare and issue RFPs/RFQs for subcontractors, materials, and services.
- Conduct tender analysis, commercial evaluations, and comparison sheets.
- Manage pre-qualification of Contractors and maintain approved vendor lists.
- Coordinate best & final offers (BAFO) and negotiation rounds.
- Benchmark costs and track market trends to drive competitive procurement.
Contract Management
- Draft, review, and negotiate subcontract agreements, supply contracts, and service contracts.
- Ensure contract terms comply with company policies, project requirements, and legal standards.
- Track contract performance, variations, claims, and extensions.
- Maintain contract logs and commercial correspondence.
Cost Control
- Review invoices, progress payments, and certify payments with Engineering teams.
- Identify cost risks and opportunities, and prepare cost forecasts.
Reporting
- Prepare commercial status reports for management.
- Support monthly project reporting, cash flow updates, and cost-to-complete analysis.
- Track procurement schedules and contractual commitments.
Coordination
- Coordinate with engineering, planning, and construction teams to understand requirements.
- Maintain strong relationships with suppliers, subcontractors, and consultants.
- Represent the commercial department in coordination meetings.
- Coordinate and follow-up payments with the finance team
Compliance & Documentation
- Ensure compliance with company policies, project specifications, and regulatory requirements.
- Maintain accurate documentation: contracts, amendments, insurance certificates, guarantees, and warranties.
- Support audits and internal compliance reviews.
Requirements:
- Bachelor’s degree in Construction Management, Engineering, Economics, Finance, Accounting, or a related field.
- 2 to 6 years of experience in the construction industry with proven expertise in Contracts, Cost Control, and Commercial Operations.
- Ethical, transparent, and professional in all dealings.
- Having knowledge of construction contracts, Good understanding of BOQs, drawings, specifications, and technical submittals.
- Strong commercial awareness and risk understanding. Detail-oriented and organized.
- Strong analytical and cost evaluation abilities.
- Professional proficiency in Azerbaijani and English languages. Turkish and Russian will be a significant advantage.
- Proficiency in MS Office Suite (particularly Excel and word)
- Hands-on experience with Construction ERP systems like Coins, Aconex or similar highly desirable.
- Team-oriented with the ability to work under the direction of the Commercial Manager
- Ability to work under tight deadlines, fast-paced environment and manage multiple tasks simultaneously.
