We are seeking dynamic Procurement Leader with solid track record in the procurement field with a focus on establishment of procurement function or optimization of procurement processes, ability to work independently reporting directly to the leadership level.

Key Responsibilities:

Set governance and frameworks

  • Develop policies and procedures for establishment of procurement processes according to organizational needs, design procurement processes and approval steps within the organization with a focus on non-commercial procurement.
  • Work actively with various stakeholders (business, operations, legal, finance, risk and others) to establish lean procurement processes, while building proper controls and transparency, ensuring that processes are scalable and adaptable to business growth.
  • Develop a framework for general oversight over the commercial business procurement, i.e. purchase of assortment where seller is Umico market itself
  • Ensure that procurement practices adhere to PASHA Holding procurement standards and industry-specific requirements.

Manage procurement operations

  • Execute a wide spectrum of procurement activities, including annual planning, PR/PO management, sourcing, bidding/tendering, contracting, invoicing, vendor management and reporting.
  • Run process for development of organizational annual procurement plan and facilitate its integration into the budgeting process.
  • Evaluate establishment of pre-qualification processes for potential suppliers to ensure efficient and reliable vendor selection.
  • Identify and develop sourcing strategies that drive cost efficiencies, quality improvements and supplier diversification.
  • Proactively manage vendor related risks arising from contractual incompliance, supply chain disruptions, price fluctuations and others.

Reporting and performance management

  • Integrate various performance management metrics and tools to measure effectiveness of procurement process, including cost savings, delivery time, supplier performance and utilization of synergies within the group.
  • Enforce transparency and establish accurate reporting mechanisms of procurement activities, provide insights and opportunities for improvement.

Competencies:

  • Organizational competencies: Ability to set a clear vision for the procurement activities, manage and motivate team to achieve business goals.
  • Change management & Process optimization: Familiarity with change management, improvement and automation of processes to drive operational efficiencies.
  • Strong Sourcing and Negotiation skills: Building and maintaining supplier relationships, ability to negotiate favorable contract terms.
  • Stakeholder Management: Proven ability to communicate and engage with senior leadership, internal stakeholders and vendors, ability to present ideas and plans clearly and align with organizational goals.
  • Compliance and Ethical Standards: High moral and ethical principles

Qualifications & Expertise:

  • Industry Background: Minimum 5 years of experience in procurement or supply chain (at least 3 years in a managerial role), demonstrating proven experience managing procurement operations, with a focus on governance and compliance within an independent unit.
  • Procurement Expertise: Deep practical expertise in non-commercial procurement with a focus on establishment or transformation of a function. Familiarity with commercial procurement is a plus.
  • Procurement & Vendor Management: Extensive experience in end-to-end procurement and supply chain processes (sourcing, tendering, contracting, etc).
  • Risk & Compliance: Strong understanding of procurement-related risks, regulatory requirements, and the ability to manage and mitigate operational and vendor related risks across procurement operations.
  • Financial Acumen: Ability to compile and manage procurement budgets, realize cost savings, and understand core business.
  • Technical expertise: Familiarity with procurement software (SAP, Oracle, or other).
  • Educational Background: A relevant degree in Business, Supply Chain Management, or related fields is required. Professional procurement certifications (e.g., CIPS, CPSM) is preferred.
  • Language Skills: Proficiency in English is required; Russian is a strong plus.
