Job description:
- Prepare detailed cost estimates for construction of a new production facility, including material, labor, equipment, and indirect costs
- Perform quantity take-offs (BOQ) based on drawings, specifications, and project documentation
- Develop and maintain cost breakdown structures (CBS) aligned with project WBS
- Support preparation of project budgets, CAPEX estimates, and cost plans at different project stages (concept, FEED, execution, etc)
- Review and evaluate bids from suppliers and subcontractors for cost accuracy and completeness
- Coordinate with Procurement, Engineering, Planning, and Construction teams to collect and validate cost-related data
- Prepare bid proposals, tender submissions, and pricing documents in accordance with requirements
- Collaborate with the Client, EPC and other Contractors to validate estimates, cost assumptions, and commercial input
- Make quantity survey for B.O.Q items (if required)
- Identify discrepancies between the project and estimate documents
- Analyze and benchmark costs against market data and historical project data
- Support procurement team with technical and commercial evaluation of vendor offers
- Assess cost impact of design changes, variations, and scope adjustments
- Prepare cost comparisons, value engineering proposals, and optimization solutions
- Monitor and update estimate accuracy as project design develops
- Coordinate with engineering teams to ensure alignment between design solutions and budget constraints
- Participate in project meetings and provide cost-related input for decision-making
- Ensure compliance with company standards, estimation procedures, and industry best practices
- Support risk analysis by identifying cost uncertainties and contingencies
- Prepare cost reports, estimate summaries, and presentations for management
- Assist in contract review from a cost and scope perspective (EPC context)
- Maintain cost databases and estimation tools for future projects
- Identify discrepancies between the project and estimate documents
- Understanding construction methods, materials, and project execution processes
Qualifications & Experience
Educational Requirements
- Bachelor’s degree in engineering (Civil, Mechanical, Electrical, or related discipline)
- Additional training or certification in cost engineering, estimating, or quantity surveying is preferred
Work Experience
- Minimum 5+ years of experience in cost estimation or cost engineering, preferably in construction or industrial projects
Technical Skills
- Quantity take-off and BOQ preparation
- Value engineering and cost optimization
- Technical drawing and specification review
- Autodesk AutoCAD - Advanced
- Microsoft Excel (cost modeling, analysis) - Advanced
Languages:
- Azerbaijani - Fluent
- English – Fluent (Upper-intermediate) (written and spoken)
- Russian - (not required; advantage).
