Position Summary:
- The Commercial Manager is responsible for overseeing all financial, contractual, and procurement aspects of projects, ensuring alignment with budgetary goals and contractual obligations. Acting as a single point of accountability for commercial matters, the role involves developing cost plans, managing contracts and payments, handling subcontractor tendering and variations, and resolving disputes. The Commercial Manager will work closely with internal teams and clients, driving collaboration and efficient communication to achieve project objectives.
Key Responsibilities:
- Financial and Budget Management:
- Monitor project budgets, keeping Senior Management informed of potential risks or deviations.
- Develop comprehensive cost plans for projects to deliver maximum margins.
- Prepare and maintain project cash flow reports and other required commercial reports.
- Subcontractor Tendering and Management:
- Identify and define the scope of work and package requirements for each subcontractor procurement, ensuring alignment with project specifications and execution needs.
- Prepare and review RFPs, incorporating clearly defined scopes, timelines, and technical details based on drawings and specifications.
- Conduct evaluations of potential subcontractors to verify their technical capabilities, financial stability, and suitability for project requirements.
- Oversee the tendering process, including bid evaluation, negotiation, and award, to ensure competitive and high-quality outcomes.
- Finalize subcontractor contracts, clearly outlining deliverables, timelines, payment terms, and responsibilities.
- Contract and Payment Management:
- Manage the preparation, negotiation, and execution of contracts with clients and subcontractors, ensuring compliance with project requirements.
- Monitor subcontractor performance to ensure compliance with defined scopes, budgets, and timelines, and address any discrepancies or issues promptly.
- Review and approve subcontractor payment certificates, verifying accuracy and alignment with progress reports.
- Ensure timely submission of client monthly progress payment certificates and the prompt collection of receivables.
- Manage and close final accounts for project, ensuring alignment with contractual obligations.
- Change and Variation Management:
- Negotiate and prepare change orders/variation orders and ensure execution of contract amendments both with clients and subcontractors.
- Analyze financial and contractual implications of project changes, resolving issues efficiently.
- Collaboration and Coordination:
- Act as the primary contact person (Subcontractor’s Manager) of Subcontractor between internal teams (PM, Construction, Design, Procurement, Sales, Finance, Logistics, Customs, Warehouse)
- Foster strong working relationships to enhance communication, improve information flow, and support project execution.
- Address and resolve issues arising during project execution through effective coordination.
- Reporting and Documentation:
- Prepare and present commercial reports for senior management, summarizing cost performance, contract status, and potential risks.
- Maintain detailed records of contracts, variations, and payment statuses for project.
- Team Supervision and Development:
- Supervise, monitor, and provide guidance and training to subordinates.
- Support the development of internal teams to enhance commercial capabilities.
- Risk Management:
- Identify and mitigate commercial risks, ensuring compliance with contract terms and company policies.
- Resolve disputes between parties and attend site meetings as required.
Qualifications:
- Bachelor’s degree in Business Administration, Finance and Economics, Engineering
- Economics, Construction Management, Quantity Surveying, Civil Engineering, or a related field.
- Strong educational background with 3–4 years of experience in the construction industry, preferably in fit-out and interior design.
- Proven expertise in contract management, tendering, cost control, and change management.
- Proficiency in MS Office applications and familiarity with AutoCAD.
- Strong knowledge of construction processes, tools, and equipment.
- Experience with a wide range of contract conditions and strong contractual awareness.
Language Requirements:
- Fluency in Azerbaijani; Upper-intermediate proficiency in English, Turkish and Russian is required.
