Schedule: 08:00 – 17:00 (Monday – Friday)

Transportation: Provided by the company via shuttle buses (to and from the office)

About the role:

Bahar Energy Operating Company (BEOC), a SOCAR Group entity, is seeking a Senior Environmental Specialist responsible for ensuring full compliance with the environmental legislation of the Republic of Azerbaijan. The role includes preparing technical normative documents, coordinating environmental approvals with State Expert bodies, and managing statutory reporting requirements. The Senior Environmental Specialist will also oversee waste management activities, support biodiversity monitoring in the field, and work closely with operational teams to ensure environmental standards are consistently met across all company operations.

Key accountabilities:

  • Prepare and maintain environmental normative documents, including emission and discharge limits (MPE/PDV, MPD/DSV), and manage their submission for State Expertise approval.
  • Secure environmental permits by coordinating with the Ministry of Ecology, defending technical documentation, and addressing clarifications during the review process.
  • Ensure operational compliance with all approved environmental limits and initiate timely renewals in accordance with regulatory cycles.
  • Prepare Environmental Impact Assessment (EIA/OVOS) documentation for new projects and manage the official approval process.
  • Prepare and submit statutory environmental reports (air, water, waste, emissions, GHG) to the State Statistical Committee and Regional Ecology Department.
  • Oversee waste management operations, including classification, documentation, collection, and disposal in line with national regulations.
  • Support the management of hazardous substances, including POPs and PCB-containing materials, and ensure adherence to national action plans.
  • Monitor environmental performance in the field, including produced water, associated gas, and biodiversity-related activities.
  • Calculate and submit environmental payments and declarations, ensuring timely coordination with the Finance department.
  • Maintain effective communication with local authorities and regulatory bodies, providing required periodic reports.

Requirements & Qualifications:

  • Bachelor’s degree in Environmental Engineering, Ecology, Chemistry, or a related discipline.
  • Minimum 5 years of experience in the related field in Oil & Gas industry.
  • Proven experience preparing environmental normative documents (MPE/PDV, MPD/DSV) and obtaining approvals from the State Ecological Expertise.
  • Strong knowledge of national environmental legislation and regulatory frameworks.
  • Ability to perform environmental calculations for air emissions and water discharge assessments.
  • Proficiency in preparing and submitting statutory reports through State Statistical portals.
  • Understanding of hazardous materials management, including PCB/POPs and NORM requirements.
  • Fluency in Azerbaijani (essential for documentation and regulatory communication).
  • Working proficiency in English for internal reporting.
  • Excellent communication and stakeholder-management skills.
  • Strong analytical thinking and attention to detail.
