Responsibilities
- Execute procurement strategies, policies, and procedures
- Manage procurement activities for assigned projects and operational scopes in line with approved budgets, schedules, and procurement plans.
- Ensure timely and compliant execution of RFQs, RFPs, negotiations, and contract awards.
- Lead tendering processes (RFQ/RFP), including preparation, coordination, evaluation, and award implementation.
- Lead commercial negotiations with suppliers and contractors within delegated authority limits.
- Administer procurement contracts, including variations, claims coordination, and close-out activities.
- Manage supplier onboarding, performance monitoring, and compliance with contractual and procedural requirements.
- Implement Supplier Relationship Management (SRM) practices and monitor KPIs as defined by the department.
- Address supplier performance issues, delivery risks, and commercial disputes, escalating where required.
- Coordinate closely with engineering, project management, supply chain, finance, legal, and end-user departments.
- Participate in progress and coordination meetings with contractors and suppliers.
- Ensure procurement activities remain aligned with project execution schedules and technical requirements.
- Manage procurement change requests impacting cost, schedule, or scope in accordance with approved change management procedures.
- Identify procurement risks and implement mitigation actions in coordination with the Head of Procurement.
- Lead logistics, transportation, customs clearance, and delivery tracking for local and international shipments.
- Prepare procurement progress reports, tender status updates, and risk summaries for management review.
Requirements
- Bachelor’s or Master’s degree in Business Administration, Supply Chain, Engineering, or a related field.
- Minimum 5 years of procurement experience, including experience managing tenders and contracts in EPC, construction, or industrial projects.
- Proven experience in operational procurement (project or category level).
- Strong knowledge of tendering procedures, contract administration, and supplier management.
- Hands-on experience with ERP and e-procurement systems.
- Knowledge of INCOTERMS, logistics interfaces, and procurement compliance requirements.
- Experience working in multi-national and multi-cultural project environments.
- Excellent English and Azerbaijani; Russian is an advantage.
- Professional certifications (CIPS or equivalent) are an advantage.
