Job responsibilities

• Implement, monitor, and enforce HSE and QA procedures for meter installation, testing, and commissioning
• Conduct risk assessments, site inspections, and safety training for staff and contractors
• Develop, maintain, and manage quality plans, inspections, and documentation, including ITPs, NCRs, and reports
• Ensure compliance with local regulations, client standards, and ISO certifications
• Investigate incidents, non-conformances, and near misses; recommend corrective and preventive actions
• Conduct audits, inspections, and reviews to identify gaps and ensure continuous improvement
• Promote a culture of safety, quality, and environmental responsibility across all project activities
• Coordinate with project, vendor, and client teams to identify, track, and resolve HSE/QA issues
• Maintain accurate records of HSE/QA activities and prepare reports for management and clients

Requirements

• Bachelor’s degree in Engineering, Safety, or Quality Management
• Minimum 3 years of HSE/QA experience in gas utilities, distribution, or AMI projects
• Strong knowledge of local HSE regulations, industry standards, and ISO compliance: Relevant certifications preferred: NEBOSH, ISO 9001, ISO 45001
• Proficiency in MS Office and HSE/QA documentation tools
• Fluent in Azerbaijani and English; Russian language skills are a plus
