Job Responsibilities:

• Strategically plan technology transfer activities, develop programs and initiatives, and oversee their implementation;
• Establish collaboration mechanisms with higher education and research institutions, government bodies, and industry partners; conduct negotiations and coordinate partnerships;
• Identify funding sources for research and innovation projects and support the development of suitable financial models together with partners;
• Lead the development of internal procedures and mechanisms for intellectual property management and the commercialization of research results and innovative solutions within technology transfer processes;
• Provide methodological and institutional support to higher education and research institutions in establishing, improving, and applying unified approaches to technology transfer processes;
• Develop and conduct trainings and awareness sessions on technology transfer, commercialization, and industry collaboration;
• Organize the internal operations of the department, manage staff, and support team development;
• Monitor the department’s activities (programs, projects, etc.), oversee implementation, and prepare relevant reports;
• Represent the organization at local and international events and collaboration platforms.

Key Requirements:

• PhD degree in technical or natural sciences (e.g., engineering, chemistry, physics, biology, materials science, computer science, etc.);
• Minimum 5 years of professional experience in project management;
• Strong business knowledge and analytical thinking skills (entrepreneurial experience or involvement in business activities is an advantage);
• Strong organizational and management skills;
• Effective communication, partnership management, negotiation, and team leadership skills;
• High sense of responsibility, strategic thinking, and proactiveness;
• Practical experience in patent processes (such as patent authorship or prior participation in patent application procedures) (preferred).
• Scientific publications in journals indexed in “Scopus” or “Web of Science” (preferred);
• Experience participating in research- or innovation-oriented projects;
• Excellent command of Azerbaijani and advanced proficiency in English; knowledge of Russian is an advantage;
• Practical knowledge in technology transfer, innovation management, or commercialization;
• Familiarity with the startup ecosystem, product development, or innovation initiatives.
