Purpose of the Role

  • Responsible for estimating projects in Azerbaijan and the Caspian Region, including all material, third-party, and labour costs required for successful contract award. The role supports preparation of conceptual, negotiated, and competitive bid estimates and involves coordination with electrical estimators, internal teams, suppliers, subcontractors, and client representatives to produce precise and accurate cost estimates.

Key Responsibilities

Health, Safety, Security, Environment & Quality (HSSEQ)

  • Ensure all risk assessments for each job site are conducted in accordance with company procedures and client requirements. 
  • Ensure all HSEQ documentation is prepared and provided to personnel carrying out work activities. 
  • Carry out work activities in accordance with all HSEQ procedures and requirements. 
  • Conduct personal risk assessments and follow all health and safety requirements. 
  • Perform duties in a safe manner and ensure the safety of others at all times. 

Operational Responsibilities

  • Support Electrical Estimators in preparing proposals, cost estimates, and variations in line with bid procedures and company/client requirements. 
  • Review documentation and establish scope of work for preparation of comprehensive client proposals. 
  • Ensure all enquiries are logged in accordance with company QA system and maintain enquiry files. 
  • Register, control, and file all enquiry documents, drawings, and proposal documentation as per company procedures. 
  • Obtain competitive quotations from suppliers and subcontractors to ensure cost competitiveness. 
  • Visit client sites where required to conduct surveys and provide suitable proposals, including advising on electrical standards and regulations. 
  • Process and distribute RFIs and tender/job addendums. 
  • Respond to tender and proposal clarifications from clients in a timely and efficient manner. 
  • Ensure compliance with tender deadlines and submission requirements. 
  • Prepare and issue labour rates and material cost information as required. 
  • Review and update proposals based on client feedback or requirements. 
  • Assist in preparation of proposals with discipline estimators. 
  • Identify contractual conditions that may have financial impact and report to Operations Manager prior to submission. 
  • Ensure timely preparation and submission of proposals and tenders. 
  • Maintain job files and ensure accessibility for department managers and accounting team. 
  • Maintain positive relationships with clients and subcontractors. 

Administrative / Coordination Responsibilities

  • Complete all required documentation in accordance with company procedures and client-specific requirements. 
  • Coordinate work activities to ensure safe and efficient execution in line with company and client standards. 

Qualifications

  • Diploma or Degree in Electrical Engineering, Finance, Accounting, or related field 
  • Minimum 5 years’ experience as Electrical Technician, Supervisor, Engineer, or Estimator in Construction or Oil & Gas industry OR 3–5 years’ experience in quantity surveying, project services, cost control, or estimating environment  
  • Background in quantity surveying, commercial, project services, or estimating is preferred.

Skills / Training

  • Good computer skills (MS Word, Excel) with advanced Excel capability 
  • Ability to read and interpret drawings and specifications 
  • Strong quantitative and analytical skills 
  • Self-motivated and adaptable to changing business needs 
  • Ability to learn quickly, multitask and meet deadlines  
  • Knowledge of Electrical Contracting or Oil & Gas industry is an advantage

Language Requirements

  • Azerbaijani – Professional proficiency
  • English – Intermediate level
