Job responsibilities
- Lead the design, implementation, and continuous improvement of the enterprise data governance framework, including policies, standards, and operating procedures.
- Monitor regulatory changes and update governance artifacts to ensure adherence to evolving e-government legislation.
- Support periodic compliance audits and report on governance effectiveness.
- Define data quality metrics and SLAs; oversee data profiling, cleansing, and remediation initiatives.
- Maintain an enterprise metadata repository; establish metadata standards and glossaries.
- Collaborate with data stewards to resolve data quality issues and onboard new data domains.
- Serve as the primary liaison between IT, business units, legal, and security teams to align data initiatives with strategic objectives.
- Support to deliver training programs, workshops, and communication materials on governance policies and best practices.
- Provide guidance and mentorship to data users and data stewards.
- Identify, assess, and prioritize data-related risks; develop mitigation plans in coordination with enterprise risk management.
- Maintain a data governance issue log; track remediation progress and escalate as needed.
- Report key governance metrics and risk posture to senior management.
- Evaluate and implement data governance platforms (“OpenMetadata”).
- Define integration requirements for data catalogs, data lineage, and quality monitoring tools.
- Oversee tool configuration, customization, and onboarding of data stewardship teams.
Requirements
- Bachelor's degree in Information Management, Data Science, Computer Science, Public Administration or a related field. Master's degree preferred;
- 1-2 years of progressive experience in data governance, data management, or related roles - ideally within government or heavily regulated environments;
- Fundamental knowledge of data governance principles (e.g., DAMA DMBOK framework), data architecture, data quality, and metadata management, data modelling and ontology development methodologies;
- Strong documentation and reporting skills;
- Strong analytical and problem-solving skills with attention to detail;
- Good communication and interpersonal skills to collaborate with cross-functional teams;
- Experience with data governance tools and technologies (e.g., OpenMetadata, Ataccama, Informatica Axon);
- Familiarity with SQL, BI tools and spreadsheets;
- Fluency in Azerbaijani and English; knowledge of Russian is an advantage.
- Certification in data management, data governance or data quality (e.g., CDMP, MDQM).
- Working knowledge of on-premises data platforms and architectures.
