Responsibilities
- Coordinate the overall implementation of the activities related to Assisted Voluntary Return and Reintegration (AVRR) and for stranded Migrants Protection Assistance (MPA) portfolio in IOM Azerbaijan and coordinate and monitor its financial, procurement, administrative, and technical implementation in compliance with IOM policies and standards, as well as specific donor requirements.
- Facilitate the effective implementation of refugee resettlement programme departures to Canada, Australia, Europe, and any other countries of resettlement by following refugee resettlement procedures such as interview selection, medical screening, cultural orientation, and departures of the refugee with particular emphasis on the receiving countries programme procedures.
- Manage and supervise all aspects of IOM departure activities at the airport, including pre-embarkation and airport processing.
- Supervise the work of the movement operations staff, including work assignments, division of tasks, and performance reviews and train the staff according to the internal handbooks/manuals and other necessary operational guidelines and procedures, including training and support/guidance in the usage of Amadeus, MiMOSA, iGator and other in-house system application tools.
- Implement and supervise procedures related to movement operations applications such as iGator, Mimosa, and Amadeus. Prepare relevant documentation related to specific transportation arrangements made, including Advance Booking Notifications (ABN), departure notifications, iGATOR Ticket Order Records (TORs), and dossiers.
- Draft and coordinate regular project progress reports, including ad hoc, interim, and end of project reports in a timely manner by following the IOM procedures and donor requirements.
- Participate in relevant conferences, working groups, UN meetings, workshops, steering committees, policy, and technical working groups, as well as other forums to ensure proper coordination and representation of IOM in coordination with the Chief of Mission.
- Undertake regular duty travel related to project implementation, monitoring, assessments, and evaluation.
- Perform such other duties as may be assigned.
Qualifications
Education
- University degree in Political Science, International Relations, Public Administration, international law, development studies or a related field from an accredited academic institution with four (4) years of relevant professional experience; or
- High School Diploma in the above fields with six (6) years of relevant professional experience
Experience
- Experience in the area of migration, refugees and reintegration of migrants.
- Demonstrated expertise in project coordination and implementation, donor reporting and financial management, monitoring and evaluation.
- Experience of working within an international/non-governmental organization or public institution, preferably in the UN Common System.
Experience in developing and maintaining partnerships with government counterparts, UN agencies, donors.
- Ability to work with limited supervision.
- Demonstrated proficiency in working with MS Office applications
Skills
- Good analytical and problem-solving skills;
- Ability to work efficiently under pressure
- Solid knowledge of PCs and MS Office Software (Word, Excel, Outlook, Power Point, etc.);
Languages
- IOM’s official languages are English, French, and Spanish.
Required
- For this position, fluency in English and Azerbaijan is required (oral and written).
Desirable
- Russian (intermediate) is desirable
