Project Type: Major Capital Investment (HBI Facility)
Position Overview
- A major industrial capital project is seeking an experienced and strategic procurement leader to head all procurement and supply chain functions, starting with a Hot Briquetted Iron (HBI) facility.
- The role requires extensive international experience in EPC/EPCM project environments, strong commercial leadership capabilities, and deep expertise in managing global supply chains across all project phases — from engineering and design through construction, commissioning, and operational readiness.
Key Responsibilities
Procurement Strategy & Governance
- Develop and execute the overall procurement strategy aligned with the Project Master Schedule and capital budget
- Establish procurement policies, governance frameworks, and performance controls
- Identify, assess, and mitigate commercial and contractual risks across major procurement packages
Contract & Commercial Management
- Lead RFQ/RFP processes, including technical and commercial evaluations
- Negotiate and finalize high-value international contracts
- Oversee contract administration, variations, and claims management
- Ensure full compliance with project milestones and financial targets
Global Sourcing & Supplier Management
- Identify, qualify, and manage international suppliers for major equipment, bulk materials, and services
- Develop strategic relationships with global OEMs and technology licensors
- Implement structured vendor prequalification and performance evaluation systems
- Coordinate closely with Engineering, Project Controls, and Construction teams to ensure timely delivery
Project Lifecycle Execution
- Direct procurement activities across all project stages: design, engineering, construction, start-up, and transition to operations
- Manage logistics, expediting, and inventory control within complex international supply chains
Requirements
- Bachelor’s or Master’s degree in Engineering, Business Administration, Supply Chain Management, or related discipline
- Professional certifications (e.g., CPSM or equivalent) are an advantage
- 10–19+ years of progressive procurement experience
- At least 5 years in a senior procurement leadership role on large-scale capital projects
- Strong background in EPC / EPCM project execution
- Direct experience in mining, metallurgical, processing, or DRI/HBI facilities is highly preferred
- Experience working with major international technology licensors and suppliers (e.g., Tenova, Midrex, or equivalent)
- Proven expertise in global contract negotiation and commercial risk management
