Location: Baku, Azerbaijan

Employment Type: Full-time

Job Summary

  • We are seeking an experienced and results-driven Project Delivery Department Director to lead and oversee the organization’s project portfolio, project management governance, and delivery operations.
  • The successful candidate will be responsible for managing the Project Management function, supervising Project and Program Managers, ensuring alignment of all projects with strategic objectives, and driving operational excellence across complex, multi-disciplinary initiatives.

Key Responsibilities

  • Lead and supervise Project and Program Managers
  • Design, implement, and continuously improve project management methodologies and PMO processes
  • Establish and manage project portfolio governance and prioritization frameworks
  • Monitor project progress, budgets, risks, and resource allocation
  • Ensure projects are delivered on time, within scope, and within budget
  • Implement and oversee risk management and change management processes
  • Conduct regular project review meetings and report to senior management
  • Ensure accurate and complete project documentation and audit readiness
  • Manage departmental budget and resource planning
  • Provide leadership, mentoring, and professional development for the project team
  • Collaborate with internal departments, external stakeholders, consultants, and partners

Requirements

  • Bachelor’s degree in Management, Business, Engineering, or related Technical field (MBA preferred)
  • PMP or equivalent project management certification is an advantage
  • Minimum 15 years of total industry experience
  • At least 5 years in senior leadership roles within Project Management / Project Engineering
  • Proven experience as PMO Manager or similar senior-level position
  • Strong knowledge of project governance, portfolio management, risk and change management
  • Solid financial analysis skills (budgeting, forecasting, cost control)
  • Experience managing multiple large-scale projects simultaneously
  • Excellent leadership, communication, and organizational skills
  • Strong problem-solving ability and decision-making capability
  • Proficiency in project management software tools
