SITUATION IN ORGANIZATION

JOB DIMENSIONS / CONTEXT

Context:
The Absheron Conventional Gas & Condensatesfield islocated offshore Azerbaijan Republic in the Caspian Sea in 500 meters depth, at about 100km southeast of Baku, 25km north-east of Shah Deniz field and 34km south of Oil Rocks production and processing facilities. The project aims at supplying natural gas for both domestic market via Sangachal main facilities (condensate) and for international export market via the South Caucasus Pipeline (SCP).

Job dimension:
This position is starting from the FEED phase sanction with the possibility to continue to the EPC phase until the completion of the Development phase including Project close-out. The job holder shall be responsible for the supervision and coordination of all activities related to Health, Safety, Societal and Environment for Absheron FEED and then during EPC phase. The job holder will perform this work in accordance with JOCAP and TotalEnergies OneTech and Project rules, guidelines and procedures.

ACTIVITIES / ACCOUNTABILITIES

The job holders must possess strong experience in HSE Management in Oil and Gas project. He shall provide clear leadership for the development of an environment focused on HSE. He will need to possess a set of technical skills to excel in his role. These include knowledge of international and local regulations and compliance and environmental regulations.
The Job holder shall:

  • Identify and assess risks on our job sites and develop plans to mitigate and eliminate those risks.
  • Ensure the project and all of our job sites are following local and federal regulations.
  • Help us build a risk-aware, safety-focused culture that serves our customers and our community with excellence.
  • Create an annual HSE plan and train employees and managers on updated procedures.
  • Drive our environmental and sustainability efforts forward to meet our targets.
  • Aim for a 100% safety record on all of our job sites.
  • Develop and lead the operation and promotion of an integrated management system, encompassing a pro-active environmental, health and safety culture across the regions. Utilising the Jocap or TotalEnergies management system policies and procedures, including risk assessment, accident prevention, health initiatives and acknowledged personal responsibility.
  • Facilitate the maintenance and management of environmental health, safety and well-being through systems, audit/ inspection and the establishment of high standards and expectations on employees of service excellence and safety awareness behaviours / performance.
  • To maintain an Integrated Management System audit programme for Health & Safety and environmentalstandards.
  • To report on the performance of the IMS system at Management review meetings and use this as a forum for any improvements.
  • Advise on matters relating to the Environment and Health and Safety at work including the obligations and responsibilities of managers and employees; and provide comprehensive and practical advice to managers on best practice.
  • Undertake environmental health and safety planning, including the setting of goals, agreeing priorities, and establishing adequate systems for performance management.
  • To adopt and demonstrate an exemplary behaviour regarding HSE rules and requirements.
  • To ensure development and effective implementations of Project HSE strategies, plans and other associated procedures and processes to achieve or exceed desired level of performance, including Emergency Response Plans, Transportation Plan, etc.
  • To provide leadership, advice and guidance on health, safety, and environmental issues
  • To contribute to the tendering process during FEED and EPC phase, Exhibits preparation and participate in technical clarifications phase
  • To ensure that HSE requirement are well incorporated in the Contracts exhibits
  • To lead, advise support and develop the Construction HSE Team
  • To ensure that culture of risk management is implemented in all activities
  • To ensure that all incidents are reported and investigated at a level commensurate with Company guidelines
  • Develop, implement and manage key performance indicators (KPIs) for each area of responsibility.
  • Ensure KPIs are met by working to the overall plan, including management of, and reporting.
  • Report on achievement of targets and identify any actions required.

HSE RESPONSIBILITIES

  • Comply with the Activities described within the HSE Management System
  • Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
  • Know responsibilities to environmental issues in the work areas
  • Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task

As such his duties and areas of authority are:

  • Follow HSE instructions given by Managers and supervisory personnel
  • Assure of the safety of his work site before commencing work
  • Take the necessary measures to avert immediate threat of danger
  • Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
  • Use tools, equipment and their safeguards correctly
  • Use the provided means of personal protection correctly
  • Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy
  • Report any anomaly, abnormal conditions and near miss to supervisor
  • Participate actively in HSE meetings, safety talks, toolboxes, training sessions and drills
  • Co-operate actively in the execution of the HSE plans
  • Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.

QUALIFICATIONS / EXPERIENCE

  • Minimum Education: Engineer/ Master Engineering degree or other relevant and recognized qualification, Certification to Level 6
  • Health and Safety Qualification.
  • Minimum Experience: 15+ years proven experience in major oil and gas project.
  • Experience of working in HSE management position.
  • Experience of working at site and offshore dealing with customers and suppliers.

  • Major Oil and Gas project developments knowledge and experience.
  • Excellent leadership and management skills.
  • Excellent interpersonal skills.
  • Ability to manage a variety of cross-functional team members.
  • Excellent written, verbal and presentation skills.
  • Excellent organizational and follow-up skills.
  • Competent in problem solving, team building, planning and decision making.
  • Must have at least ten (10) years of experience in a similar position for international Oil & Gas industries.
  • Must have Total Energies experience
  • Local experience is really a plus.
  • Certificate level environmental qualification.
  • Certification to NEBOSH General Certificate

Language Requirements:

  • Fluent English mandatory.
  • Azerbaijani language skills will assist performance.
