Job Dimensions

JOCAP is a non-profit Joint Operating Company established in 2018 and equally owned by partners SOCAR Absheron (SOA) 35% and TotalEnergies EP Absheron B.V. (TEPAb) 35% and ADNOC 30% for the development and production of the Absheron Offshore Block. The Absheron Block is located offshore Azerbaijan in the Caspian Sea, about 100km southeast of Baku and 33km south of Oil Rocks production and processing facilities, at a water depth of 500m. Absheron development reference agreements are PSA, JOA and addendums.

While the Early Production Scheme (EPS) did start-up in July 2023, JOCAP is working on the Full Field Development (namely the Phase 1). The Full Field Development is in preparation. New potential project (like Phase 1) will be in the scope of work.

Activities:

The job holder is responsible for development of JOCAP HSE management system and facilitate the process of building robust HSE culture within the JOCAP organisation.

The job holder is expected to:

  • To develop / improve JOCAP HSE Management System (HSE procedures, reporting.)
  • To coordinate the sites technical integrity program
  • To participate in the Safety and Environment Critical Elements identification
  • To monitor the status of integrity and report the technical integrity performance
  • To establish and update the integrity audit protocol
  • To provide method input in order to ameliorate the safe systems of work/permit to work closely working with operations Dep.
  • To provide methods input into evaluation of major risk assessment process.
  • To participate in preparation of operations risks assessment, drills, exercises, trainings of the JOCAP personnel.
  • To support development and realization of HSE roadmap for building of HSE culture in JOCAP.
  • To drive development of JOCAP HSE image (development and realization of related action plan).
  • To follow HSE competences training matrix for JOCAP HSE team.
  • To roll out, communicate and check the implementation of the HSE procedures & policies.
  • To provide HSE input to CFT.
  • To support / guide HSE OPS advisors in incident investigation and reporting routine.
  • To develop of efficient HSE assurance program for monitoring of contractors HSE performance.
  • To drive HSE performance review process, act as consolidator of inputs engaging all parties.
  • To develop HSE competences training matrix for JOCAP HSE team.
  • To lead / participate in integrity audit and others HSE audits.
  • To participate in Emergency / crisis management

The jobholder ensures good relationships with Service Providers or Contractors during the whole contracts Duration.

The job holder is accountable for demonstrating an exemplary behaviour with regard to HSSE rules & requirements, with regards to the Company Ethics and “Code of Conduct” policy and for implementing and controlling these rules and requirements within his area of responsibility.

HSE Responsibilities:

Comply with the activities described within the HSE Management System.

  • Take reasonable care of own Health and Safety and that of others who may be affected by their acts at work.
  • Each employee, at his level of responsibility, must observe all Company Rules, procedures and instructions in the performance of his own task.
  • Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution.
  • Report any anomaly, abnormal conditions and near miss to supervisor.
  • Participate actively in or lead when required HSE meetings, safety talks, tool boxes, training sessions and drills
  • Actively communicate with integrated HSE team.

Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.

Accountabilities:

  • Adopt and demonstrate an exemplary behaviour with regard to HSSE, to implement HSSE rules and requirements within his area of responsibility.   -  C
  • Provides advises & guidance to the Company on all JOCAP Health, Safety, Environmental, Quality, Energy and Sustainability aspects for protection of Company's personnel, Assets, environment and for sustainable development.   -  C
  • Promote exemplarity in HSE matters including accurate reporting and feedback, being involved and motivates all personnel on safety culture of the Company.   -  C
  • Development of general JOCAP HSE MS and maintenance of the referential system.   -  C
  • To monitor the status of integrity and report the technical integrity performance of sites   -  C
  • Organize the reporting on performance against HSE MS Performance Measures on a regular planned schedule.   -  C
  • Initiating and preparing HSE Guidelines, Procedures and Instruction.   -  C
  • Organize the Incident Investigations as required.   -  C
  • Control and evaluate the Contractors HSE performance and support project or operations teams in their management of contracts.   -  C
  • Perform HSE audits of all operations / sites within the JOCAP perimeter.   -  C
  • Ensure that all bridging documents related to Project activities are issued in a timely manner.   -  C
  • Participate in the development of the JOCAP HSE culture.   -  C
  • Provide HSE training.   -  C
  • To participate in Emergency / crisis management   -  C

Required competencies:

  • Level / Diploma: BA/MA degree in Petroleum Engineering or equivalent
  • Minimum 10 years’ experience in E&P Operations with professional experience including operations on site & safety engineering - International Experience recommended.
  • Fluent in English.
  • In-depth knowledge of :
  1. HSE management in Operations
  2. Risk Analysis and management of Major Risks
  3. Safety engineering
  • Other required Competencies: Advanced Management, Advanced Human Relations, Problem Solving and Planning/organizing/coordinating/controlling.
