Context:
The Absheron field is located offshore Azerbaijan in the Caspian Sea in 500m of water, about 100km south east of Baku, 25km north east of Shah Deniz field and 33km south of Oil Rocks production and processing facilities. A Production Sharing Agreement (PSA) was signed in 2009 between the state owned company SOCAR and Absheron partners. Absheron Early Production Scheme (EPS) is a gas production plant started in mid-2023. JOCAP is working on full field development of Absheron and establishing required team and resources for its successful development and delivery.
Job dimension:
This short term position of twelve (12) months with possibility of extension. The job holder will provide the contractual expertise in relation to Pre-FEED associated study and survey contracts and will have a possibility to move
to subsequent stage in case if extension.
Activities/ Accountabilities:
- The PSC Engineer has overall responsibility to manage contract life cycles by driving value and efficiency, while ensuring operational integrity.
- The PSC Engineer will own and manage agreements associated with Pre-FEED studies, as required for pre-award, award and post-award stages, as required.
- He/she will also be responsible for developing related contracts and will be required to:
- Support development and implementation of associated Pre-FEED Contracts, facilitate workshops with contractors; Lead and manage contracts development, including coordination with internal stakeholders.
- Prepare full contract packages and ensure consistency between form of agreement and all other contract components (exhibits, work specification, etc.) prior to bid issue. Manage variations orders under existing contracts.
- Lead the commercial evaluation as a member of the bid review team and ensure that commercial impact of any contractual or technical/execution issues/exceptions that are resolved/changed during the evaluation period are accurately reflected in final total evaluated cost and contract documents.
- Ensure all contract documents and exhibits are complete and included in the final contract, all functional reviews and management approvals are completed/obtained as required
- Proactively communicate and collaborate within JOCAP organization, functions (i.e. legal, cost controllers, etc) and Procurement & Supply Chain Directorate to maximize commercial outcomes
- Analyse data on market intelligence from other internal groups and use results to optimize contract execution strategies
- Integrate overall commercial - technical contracting components and ensures overall contract quality and integrity.
Additionally, the jobholder’s overall responsibility is to administer all assigned contracts that will include as a minimum the following:
- Assists the internal stakeholders in the management of the assigned contracts;
- To review or write and manage all correspondence between JOCAP and his Service Provider or his Contractor;
- To review or write all Minutes of Meeting between JOCAP and his Service Provider or his Contractor;
- To organise and chair all contractual meetings: Weekly Progress Meeting, Monthly Progress Meeting, Change Order Meeting
- To advise about any contractual issue and propose contractual solution
- Ensures good relationships with the Partners/ Service Provider/ Contractors.
The job holder is accountable for demonstrating an exemplary behaviour with regard to HSSE rules & requirements, with regards to the Company Ethics and "Code of Conduct" policy and for implementing and controlling these rules and requirements within his area of responsibility, and for ensuring that required HSSE competencies are within his team.
The job holder manages the Compliance:
- Maintain the PSC policies, strategies and procedures to ensure compliance with legislation, Company HSE policy and evolving company objectives
- Ensure that tendering procedures and processes are strictly adhered to and the ethical rules related to Contracts and procurement defined by the Company are respected
- Ensure that supplier selection is carried out in accordance with Company requirements and compliance program and that safety and environmental assessments are part of the selecting process.
HSE responsibilities:
- Comply with the Activities described within the HSE Management System
- Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
- Know responsibilities to environmental issues in the work areas
- Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task
- As such his duties and areas of authority are:
- Follow HSE instructions given by Managers and supervisory personnel
- Assure of the safety of his work site before commencing work
- Take the necessary measures to avert immediate threat of danger
- Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
- Use tools, equipment and their safeguards correctly
- Use the provided means of personal protection correctly
- Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy
- Report any anomaly, abnormal conditions and near miss to supervisor Participate actively in HSE meetings, safety talks, tool boxes, training sessions and drills
- Co-operate actively in the execution of the HSE plans
- Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.
Qualifications/ experience/ Skills:
- Minimum Education: Bachelor’s in Economics or supply chain, Legal or other applicable business degrees.
- Minimum 10 years of experience as a Contract Engineer/Specialist with knowledge of survey/service contracts.
- Demonstrated commercial acumen and experience in negotiation, with the ability to engage effectively and manage relationships with stakeholders
- CIPS Qualification (Level 3 and above) is highly preferred and recommended
- Experience in O&G international procurement and supply chain is recommended
- Experienced in commercial negotiations, contractor management and contract administration
- Be proactive, reliable, responsible and accurate with an attention to detail
- Proficiency in MS Office applications in particular Power Point for presentations, and SAP.
Language Requirements :
- Fluent Azerbaijani and English is mandatory.
