The Norm Cement is the largest cement plant in the South Caucasus with a production capacity of 6500 tons of clinker per day and 2.1 million tons of cement per year.

Our company is currently looking for an Aggregates Expert (Project-based).

Workplace: Garadagh district, Umid settlement, Salyan highway, Sangargaya – 1 road, 7th km 1

Requirements: 

  • Senior-level experience in aggregates, quarrying, mining, or construction materials.
  • Strong, hands-on knowledge of local aggregates regulations, permits, and approval procedures.
  • Proven familiarity with available quarry locations and industry players in Azerbaijan.
  • Demonstrated experience working directly with state bodies and regulatory institutions.
  • Ability to operate independently as a trusted expert and advisor in a project-based role.
  • Strong stakeholder management, judgment, and decision-support capabilities.

Main duties and responsibilities:

  • Lead the identification and assessment of potential river and mountain aggregate sources across Azerbaijan suitable for RMX operations.
  • Lead and navigate regulatory and permitting processes, including direct engagement with relevant state authorities, municipalities, and regulators.
  • Provide expert assessment of existing market players, quarry owners, and the competitive landscape.
  • Lead or coordinate technical and commercial feasibility assessments, including reserves, material quality, logistics, extraction constraints, and risks.
  • Act as a subject-matter expert in discussions and negotiations with quarry owners, landholders, and service providers.
  • Provide expert input and recommendations for business cases, project timelines, and risk mitigation measures.
  • Coordinate closely with internal stakeholders (SECO, Commercial, CAPEX, Legal, RMX) to ensure alignment with strategic and operational requirements.
  • Drive the project until key sourcing and permitting milestones are achieved and decisions are enabled.
  • Ensure documentation compliance with API Spec Q1, ISO 9001, ISO 14001, ISO 45001, and ISO 50001 standards and prepare for annual audits.                                                                                                        
  • Act in accordance with the evacuation plan in case of emergency (fire, earthquake, flood, strong wind, etc.).
