The Norm Cement is the largest cement plant in the South Caucasus with a production capacity of 6500 tons of clinker per day and 2.1 million tons of cement per year.

Our company is currently looking for a Precast Concrete Expert (Project-based).

Workplace: Garadagh district, Umid settlement, Salyan highway, Sangargaya – 1 road, 7th km 1

Requirements: 

  • Senior-level experience in precast concrete, concrete products, or industrial construction materials.
  • Strong understanding of precast manufacturing processes, quality systems, and production performance drivers.
  • Strong knowledge of construction/technical regulations, standards, and product certification requirements applicable to precast concrete.
  • Experience interfacing design, manufacturing, and installation considerations
  • Ability to operate independently in an expert, project-based advisory role.
  • Strong analytical, stakeholder management, and decision-support skills.

Main duties and responsibilities:

  • Lead the precast concrete project from a technical and coordination perspective, ensuring structured progress and clear ownership.
  • Lead and drive alignment and compliance with applicable precast standards and construction/technical regulations, and act as a key driver in defining or shaping regulatory requirements where needed.
  • Coordinate permitting and approval requirements related to precast production and products, engaging with relevant authorities.
  • Define viable precast product applications and production concepts based on market demand, constructability, and manufacturing constraints.
  • Lead technical assessments covering precast production technology, plant layout, automation level, mold systems, and capacity planning.
  • Assess key manufacturing performance drivers, including reinforcement detailing, curing methods, cycle times, SKU complexity, and quality control requirements.
  • Consolidate technical and cost input for feasibility and investment cases, including CAPEX benchmarks, operating assumptions, and realistic ramp-up timelines.
  • Manage and review design-to-production and production-to-site interfaces, including constructability, transport, lifting, and installation constraints.
  • Act as technical subject-matter expert in discussions with equipment suppliers, 
  • technology providers, contractors, certification bodies, and potential partners.
  • Work closely with internal stakeholders (SECO, Commercial, CAPEX, Operations, Legal, Procurement, RMX) to ensure alignment across functions.
  • Ensure documentation compliance with API Spec Q1, ISO 9001, ISO 14001, ISO 45001, and ISO 50001 standards and prepare for annual audits.                                                                                                        
  • Act in accordance with the evacuation plan in case of emergency (fire, earthquake, flood, strong wind, etc.).
