Position Overview

The Cost Control Engineer will be responsible for monitoring, controlling, and reporting all cost-related activities for a specific construction project on site. This role ensures that all financial aspects of the project are accurately tracked, deviations are identified early, and corrective actions are implemented to maintain budget integrity. The position requires close coordination with the site team, contractor(s), procurement, finance, and HQ Project Controls.

Key Responsibilities

Budget & Cost Management

  • Assist in preparation of project budgets in line with approved quantities, scope, and contract terms.
  • Maintain and update the Cost Breakdown Structure (CBS) for the project.
  • Monitor actual expenditures vs. planned budget on a weekly/monthly basis.
  • Prepare cost-to-complete (CTC) forecasts based on site progress, productivity, and anticipated variations.
  • Identify potential cost overruns and recommend mitigation actions to the Project Controls Manager / Project Director.
  • Track committed, invoiced, and paid amounts in alignment with Finance records.

Cost Control & Monitoring

  • Maintain a detailed commitment register and monitor all awarded contracts and POs.
  • Track material delivery, subcontractor progress, manpower, and other cost drivers that impact project cost.
  • Validate progress measurements for cost-related items (e.g., quantities installed, procurement status, subcontractor claims).
  • Ensure contractor cost reports align with approved schedules, BoQ quantities, and site progress.
  • Provide daily/weekly cost monitoring inputs for overall project dashboards.

Contractor Payment & Verification

  • Review contractor/subcontractor Interim Payment Certificates (IPCs) prior to management approval.
  • Conduct on-site quantity verification to ensure accuracy of invoiced amounts.
  • Liaise with QS teams to validate measurements, variations, and unit rates.
  • Ensure compliance with contract terms, financial caps, and retention rules.

Change & Variation Management

  • Register and track all Change Requests (CRs) and Variations (VOs) raised by the contractor.
  • Conduct preliminary cost impact assessments and support HQ in preparing formal evaluations.
  • Ensure all approved changes are reflected in the revised budget, cost reports, and CTC.
  • Maintain a clear audit trail for each change, including source documents and approvals.

Reporting & Documentation

  • Submit accurate cost data inputs for executive dashboards and project progress reports.
  • Maintain organized and up-to-date cost documentation, registers, and financial logs for audit readiness.

 

Prepare weekly and monthly Cost Reports, including:

  • Budget vs. Actual
  • Commitments & Accruals
  • Forecast Final Cost (FFC)
  • Variation Logs
  • Cash Flow Updates

Procurement & Contract Coordination

  • Support procurement by providing cost inputs, budget availability checks, and CBS alignment.
  • Review commercial sections of tender submissions for alignment with project budget.
  • Monitor contract financial obligations, advance payments, and retention releases.

Risk, Compliance & Controls

  • Identify cost-related risks (price escalation, rework, delays, claims) and update the risk register accordingly.
  • Ensure all payments, adjustments, and changes follow internal governance policies.
  • Support internal and external audits with proper documentation.

Skills and Qualifications

Educational Background

  • Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, or related field.
  • Additional certification in Cost Control, Project Controls, or RICS/AACE qualifications is an advantage.

Experience

  • Minimum 5 years experience in cost control or quantity surveying roles within construction projects.
  • Experience working on-site is strongly preferred.

Technical Skills

  • Strong understanding of cost control, budgeting, and construction financial processes.
  • Proficiency in MS Excel (advanced level: pivot tables, lookups, dashboards) and financial reporting tools.
  • Familiarity with project planning (Primavera P6) and ERP/financial software is an advantage.
  • Solid knowledge of BoQ formats, unit pricing, and measurement principles.

Soft Skills

  • Strong analytical and numerical accuracy.
  • Ability to work in fast-paced site environment under tight deadlines.
  • Effective communication and coordination skills with contractors and internal teams.
  • High level of integrity and attention to detail.
