Role Synopsis:
The Senior Technical Procurement Specialist leads technically complex procurement categories (MEP, HVAC, ELV, infrastructure, specialist systems, technical materials) across the group’s development, construction, and asset management projects. This role ensures that technical scopes are procured at the best value while meeting quality, compliance, and delivery requirements. The role bridges engineering, project management, and procurement — driving value engineering, supplier innovation, and risk management in high-value technical contracts.
Key Accountabilities:
Strategic Procurement:
- Develop and execute category strategies for MEP and infrastructure-related procurement.
- Lead high-value tenders from scoping to contract award, ensuring alignment with project objectives.
- Benchmark costs and track market trends to drive competitive procurement.
Technical & Commercial Leadership:
- Collaborate with design, engineering, and construction teams to define technical procurement scopes.
- Lead comprehensive technical bid evaluations and ensure compliance across all submissions.
- Drive value engineering initiatives and support the adoption of innovative solutions.
Supplier & Contract Management:
- Build and manage a qualified supplier network locally and internationally.
- Negotiate robust technical contracts covering warranties, performance metrics, and cost structures.
- Monitor supplier performance and manage contractual issues, variations, and claims.
Governance & Process:
- Ensure adherence to internal procurement policies and external audit requirements.
- Promote transparency and reporting across all technical procurement activities.
- Support the digitalization of procurement through ERP systems and reporting tools.
Education & Qualifications
Experience:
- Bachelor’s degree in Mechanical/Electrical Engineering, Construction Management, or a related field, preferably obtained from an international institution.
- Professional certifications (e.g., CIPS, PMP, RICS) are an advantage.
- 5–10 years of procurement and contracts experience, with at least 3 years in MEP/technical categories.
- Proven track record in large-scale real estate, construction, or infrastructure projects.
- Experience negotiating and managing high-value, technically complex contracts.
- Familiarity with international supplier markets (Middle East, Europe, Asia).
Required skills:
- Deep technical knowledge of MEP systems, infrastructure, and specialist materials.
- Strong commercial acumen and negotiation capabilities.
- Analytical approach to bid evaluation and benchmarking.
- Familiarity with FIDIC and similar contract forms.
- Effective communication and stakeholder management skills.
