Job Summary
Construction company is looking for an experienced Quality Assurance/Quality Control Manager support the execution of a wide range of construction projects in Azerbaijan.
The first project is in the Jabrail region and entails the rebuilding of a town including construction the single-family homes, public budlings and infrastructure.
Roles & Responsibilities
- Develop and implement project-specific QA/QC plans and procedures;
- Ensure compliance with contract requirements, standards (e.g., ISO, ASTM), and local building codes;
- Define quality objectives, metrics, and inspection plans;
- Maintain comprehensive records of inspections, tests, audits, and certifications;
- Ensure traceability of materials, workmanship, and compliance documents;
- Prepare and review method statements and inspection & test plans (ITPs);
- Coordinate and oversee on-site inspections, material testing, and commissioning activities;
- Ensure that construction activities meet specified quality standards and tolerances;
- Issue and close Non-Conformance Reports (NCRs);
- Review and approve quality plans submitted by vendors and subcontractors;
- Conduct audits and inspections of subcontractor activities and fabrication facilities;
- Ensure quality alignment across all suppliers and contractors;
- Ensure all works comply with local, national, and international quality standards and regulations;
- Interface with clients, third-party inspectors, and regulatory bodies;
- Prepare and facilitate quality audits and assessments;
- Investigate quality issues, defects, or non-conformances;
- Conduct root cause analysis and lead the implementation of corrective and preventive actions (CAPA);
- Provide QA/QC training and guidance to project team members and site personnel;
- Promote a culture of quality awareness and continuous improvement;
- Generate regular QA/QC reports for project management and clients;
- Communicate quality performance, issues, and improvement plans effectively;
- Attend coordination meetings and technical reviews;
- Prepare final quality documentation for project handover;
- Support commissioning and final inspection activities;
- Ensure quality records are complete and submitted as part of the turnover package.
Job Specifications
Educational
- Desired Bachelor’s Degree in Civil Engineering, Construction Management, Architecture, or related field
Desired certification / Job specific skill / Training (preferred)
- Certified Quality Manager (CQM)
- ISO 9001:2015 Lead Auditor Certification
- ASQ Certified Quality Engineer (CQE) or Certified Quality Auditor (CQA)
- Construction-related safety certifications (e.g., OSHA, NEBOSH)
- Trainings in Azerbaijani standards and familiarity with international standards (ISO, ASTM, ACI, BS, etc.)
- Proficiency in writing and reviewing Method Statements, ITPs, and QA/QC procedures.
Experience Requirements
- 8–10+ years of hands-on experience in various construction phases—civil, structural, architectural, MEP, and finishing works, with at least 3–5 years in a QA/QC managerial role.
- Experience on large-scale residential or commercial projects.
- Proven ability to lead QA/QC teams, coordinate with site engineers, and interface with clients and regulatory bodies.
- Skilled in QA/QC documentation, audits, inspections, NCRs, and testing procedures.
- Familiar with construction management software (e.g., Procore, Aconex, AutoCAD, MS Project).
Required Skills
- Azerbaijan nationality;
- fluency in Azerbaijani, Russian, and English (sufficient command of English is a non-negotiable requirement. Must be able to communicate in English both verbally and in writing at a sufficient level);
- experienced user of MS Office/Office 365, AutoCAD, MS Project;
- category “B” driver’s license;
- solid organizational skills including attention to detail and multi-tasking skills;
- team player with strong leadership abilities.
