Job duties:
- Support PSCM Group Manager and Asset teams in overall PSCM activities as directed.
- Review and recommend for approval Annual Procurement Plans
- Execute market screening and analyses for requested works/goods and/or services
- Review and recommend Tender strategy & Bidders List
- Review incoming Tender Strategy documents
- Evaluation of Contractual elements of Technical Bid Evaluation
- Commercial Evaluation of Bids / Proposals / Quotations
- Participation Tender opening events
- Review and follow up of Recommendation to Award (RTA)
- Participation at Contracts Sub‐Committee (CSC) meetings
- Verify operation, utilization and updating of potential vendors list (PVL)
- Liaise with all entities of SUMI for PSCM related matters
- Liaise with Operator company reps during Tender Governance stage
- Monitor contract variations and extensions
- Clarify and verify the content of CFT
- Ensure proper archive / records of all PSCM related documentation both physically and electronically
- Keep the Governance Register and PSCM reports updated
- Meet set Procurement Cycle deadlines and report on PSCM KPIs
- Compliance with the existing PSCM Processes and Procedures.
- Constant overview of Governance process and recommend on improvements
- Maintain the PSCM policies, strategies and procedures to ensure compliance with legislation, HSE policy and evolving company objectives
- Ensure that employees of the Company work in agreement with the PSCM Charter
- Ensure that PSA, JOA, RSA processes are strictly followed
- Ensure that supplier selection is carried out in accordance with legislation and in a competitive and transparent way.
- Fulfill other duties as directed by Line Manager This job role is considered as being a supportive function to Asset teams but nevertheless participates in retrospective procurement activities as well.
- Job holder would monitor and provide expert view on PSCM aspects of Operating Companies PSCM activity especially on material / services purchasing side.
- He/she ensures the overall provision of a proactive PSCM matters within the Operating companies during various phases of project and operations.
Additional requirements (education, experience)
- Relevant Certificates in PSCM (preference)
- Diploma: BA / BS degree in Law, Economics, BSc, MSc in business administration or supply chain
- Any qualification in PSCM is highly preferred and recommended
- Previous onsite experience in Upstream (Drilling&Production) phases is a MUST
- Previous experience in Project Management phase is desirable
- Minimum 10 years’ experience in Oil & Gas Supply Chain Management field
- Prior experience in O&G field in international procurement is highly recommended.
- Good understanding of Tender processes: Strategy writing, Technical, Commercial evaluation and Contract award.
- Knowledge of basic Legal language and principles is desirable.
- Be proactive, reliable, responsible and accurate with an attention to details
- Capacity to train newly recruited PSCM personnel.
- As part of the job, it is highly expected Job holder would actively participate in improvement of overall processes to bolster efficiency, provide more transparency and raise competition.
- Proper communication channels and methods must be used to ensure correct and timely information flow.
